The Cash Assistance (CA) program is an income support program of last resort for many low-income families and individuals in need. There are complicated rules to determine who is included as part of a household and how much income will count towards eligibility guidelines.
In this course, we will simplify the eligibility rules and explain the structure of the CA grant, including the allocation for rent. We'll also cover citizenship and immigration criteria and teach you how to calculate a household’s benefit amount (the standard of need) when there is income.
The focus of this course is on eligibility and determining the Cash Assistance grant.
Target Audience: Social service and legal professionals who assist families and individuals with limited income.
Continuing Education:
- Approved for 2.0 contact hours for Licensed Social Workers (LMSW/LCSW) & Licensed Mental Health Counselors.
- Approved for 2.0 clock hours for OASAS.
Leslie Bailey

Leslie Bailey, specializing in public benefit programs for over 25 years, oversees all aspects of the Benefits Plus Learning Center training program; from facilitating courses, to designing new courses to the implementation of the continuing education program. She focuses on cash benefit programs such as SSI, SSDI and Cash Assistance and food programs, as well as programs that provide support to working families like child care.
She has authored several chapters for the Learning Center’s premier publication Benefits Plus Online.
Leslie began her career providing benefit counseling to low-income families and individuals. She holds a social work degree from Lehman College.
