New York’s Good Cause Eviction Law (FREE)

On April 20, 2024, New York State enacted the Good Cause Eviction Law. This is a historic law extending eviction and rent increase protections to previously unprotected tenants. The law is not rent control. But it does extend protections to hundreds of thousands of previously unregulated tenants.
The law requires that landlords of tenants covered under this act provide good cause for eviction or nonrenewal of the lease or tenancy. Additionally, the law creates a mechanism to limit unjustified rent spikes. This briefing will describe the new law specifically focusing on who is covered and who is left out. Participants will leave the briefing understanding what protections are provided to covered tenants.
Ellen Davidson
Ellen is a Staff Attorney in the Law Reform Unit of the Civil Practice Area of the Legal Aid Society. She represents rent regulated tenants, public housing residents and Section 8 participants in affirmative litigation, seeking systemic changes, on behalf of tenants across New York City in state and federal courts. Ellen is an expert in federally subsidized housing and the rent stabilization laws.
She provides litigation assistance and subject matter expertise to Legal Aid’s trial office attorneys. She advocates at the state, city, and federal levels, including preparing and presenting testimony before the New York State Legislature, New York City Council, and numerous administrative agencies.
Ellen conducts training for attorneys, advocates and community members. Most recently Ellen has been providing trainings across the state on the new Good Cause Eviction Laws.
